INDUSTRIES
Amazon and Walmart category requirements, by industry
Six categories, each with its Amazon, Walmart and federal rules dated and sourced, and the daily operations that keep listings live.
Every rule shows its source and the date we checked it
Amazon and Walmart add their own requirements on top of federal law in regulated categories: who may sell, which documents you hold and what a listing may claim. On Amazon, a product that shows "Apply to sell" in Seller Central needs approval first. On Walmart, dietary supplements, cosmetics and pet foods are restricted categories limited to sellers Walmart contacts about enhanced vetting. Pick your category below for the dated rules and the operations we run around them.

Supplements
Walmart limits dietary supplements to invited sellers and excludes probiotics and liquid vitamins. Amazon's guide asks for FDA registration, a cGMP certificate and a certificate of analysis. Also: FDA's structure/function disclaimer and 30-day notice, reported third-party cGMP checks on Amazon and expiry by lot.
Beauty and personal care
MoCRA facility registration and product listing, Amazon's 180-day invoice rule and its 1 to 5 business day approval estimate, dangerous-goods handling for perfumes, nail polish and aerosols, and Walmart's bans on skin-lightening products and mercury above 1 ppm.
Home and kitchen
Food-contact materials, EPA's treated articles rule for "antibacterial" claims, Reese's Law for coin and button batteries, CPSC certificate eFiling since Jul 8, 2026 and Walmart's PFAS rules for cookware and "PFAS-free" wording.
Pet supplies
EPA registration for flea and tick products, Amazon's 36-point expiry dates and 90 days of shelf life at delivery, Walmart's NASC seal for pet supplements and its ban on frozen and refrigerated items.
Baby and kids
Children's Product Certificates from CPSC-accepted labs, permanent tracking marks, registration cards for durable infant products, Walmart's certificate uploads and its list of banned sleep and car seat products.
Apparel and footwear
FTC fiber, origin and RN labeling, the Care Labeling Rule and its footwear exemption, CPSC drawstring limits on children's outerwear and Walmart's 30-day minimum return window with no restocking fees on standard items.
How the six categories compare
The gate differs by category, and so does the place where operations usually break. Dates are those of the source pages.
| Category | Amazon approval | Walmart access | Where operations break first |
|---|---|---|---|
| Supplements | "Apply to sell" approval; FDA registration, cGMP certificate and certificate of analysis (Amazon guide, Apr 1, 2026) | Restricted to sellers Walmart invites into enhanced vetting (Dec 11, 2025) | Lots and expiry; claims drifting between label and listing |
| Beauty and personal care | "Apply to sell" approval; invoices and MoCRA documentation (Amazon guide, Feb 17, 2026) | Cosmetics restricted to invited sellers (Jul 9, 2026) | Dangerous-goods inbound; expiry and period-after-opening dates |
| Home and kitchen | Not covered by the Amazon guides we checked; confirmed in your Seller Central account | No seller restriction in the home goods policy; prohibited items, PFAS and claims rules apply (Dec 11, 2025) | Claims such as "antibacterial" and "PFAS-free"; storage on bulky items |
| Pet supplies | "Apply to sell" approval; FDA or EPA compliance documents (Amazon guide, Apr 6, 2026) | Pet foods, supplements and medicines restricted to invited sellers (Jan 19, 2026) | Expiry dates and shelf life left at delivery |
| Baby and kids | Not covered by the Amazon guides we checked; confirmed in your Seller Central account | Certificate and test report on request; formula, baby food and infant health restricted (Dec 2025) | Batch traceability; a certificate for each production run |
| Apparel and footwear | Not covered by the Amazon guides we checked; confirmed in your Seller Central account | Allowed if labeled to FTC rules, with label facts on the listing (Dec 11, 2025) | Variants, size charts and fit returns |
Rules that reach every category
Beyond each marketplace's approval gate, covered in the questions below, three requirements apply whatever you sell.
- Walmart's claims rules.
"PFAS-free", "PFOA-free" and similar wording is prohibited (PFAS policy, Dec 11, 2025). A "Made in USA" claim must match across images, packaging and item attributes, and "biodegradable" or "compostable" claims are restricted where laws apply (product claims policy, Jun 5, 2026).
- Prop 65.
It applies to businesses with 10 or more employees doing business in California. Online, the warning goes on the product display page or is otherwise shown before the purchase is completed (P65Warnings FAQ for businesses).
- CPSC certificate eFiling.
From Jul 8, 2026, importers of CPSC-regulated finished products file certificate data with US Customs and Border Protection, and entries from foreign trade zones follow on Jan 8, 2027 (CPSC final rule, Federal Register, Jan 8, 2025).
How we keep these pages current
Every rule carries its source and the date we checked it, taken from the primary source where one is public: Amazon's seller guides, Walmart Marketplace Learn, FDA, FTC, CPSC, EPA and the eCFR. Where only trade press has reported a rule, as with Amazon's third-party cGMP checks for supplements, we say so. Rule tables are rechecked monthly, with changes logged in our seller rule tracker.
Counsel reviews the compliance facts before these pages are published. They explain how we run operations around the rules; they are not legal advice. Our editorial policy covers how we research, date and correct what we publish.
What we run in every category, and what we do not
-
A document vault per SKU and lot:
Account Health Watch, $750.
-
Listings matched to labels, certificates and the approved claim set:
Catalog Ready, $750.
-
Stock tracked by lot, expiry date and batch:
Stock Flow, $1,500 to $3,500.
-
Returns logged by reason, lot and size:
Returns Relay, $750.
The rules differ by category, but the operations repeat. Four Relay Modules do most of the work, and our team runs them on Ops Desk:
We do not test, formulate or certify products, file with FDA, EPA or Customs, act as your MoCRA responsible person or give legal advice. Labs, your advisor, your counsel and your customs broker keep those roles. If a notice has already arrived, start with Amazon account health warnings; for problems that are not category-specific, see common ecommerce operations problems.
If your category is not listed
The operations work is much the same in most categories; what changes is the rulebook. If yours is not here, talk to an ops lead and we will tell you plainly, before you pay for anything, whether we can run operations around its rules.
What it costs
Ops Desk starts at $1,499 a month, and the four modules above are priced beside them. These are fixed, published fees, never a percentage of your sales. The free Profit Leak Scan comes first.
Founding offer: 20% off launch fees, add-ons and the Foundation, plus 20% off monthly plans for the first 6 months, for our first 25 clients or until Jan 31, 2027, whichever comes first. See pricing.
What does it cost to run a regulated category with you?
Ops Desk starts at $1,499 a month for daily operations. The document vault (Account Health Watch) and listing checks (Catalog Ready) are $750 each to build, and Stock Flow, for lots and expiry, is $1,500 to $3,500. The free Profit Leak Scan shows where your store stands first, within 48 hours of working read-only access.
How do we know if a product needs approval on Amazon?
Check Seller Central. Amazon's category guides say that if a product shows "Apply to sell", you need approval first. Approval can ask for invoices dated within 180 days for at least 10 units from authorized distributors, a brand authorization letter and packaging photos. Amazon's beauty guide says review typically takes 1 to 5 business days once every document is in.
What is Walmart's enhanced vetting?
For restricted categories, including dietary supplements, cosmetics and pet foods, supplements and medicines, Walmart limits selling to certain sellers and contacts eligible ones about an enhanced vetting program. If Walmart has not contacted you, plan as if the category is closed to you for now. The policy pages also list what stays prohibited after approval.
Which category has the strictest paperwork?
Children's products, in our view. Each one needs a Children's Product Certificate based on third-party testing, permanent tracking marks on product and packaging and, since Jul 8, 2026, certificate data filed on import. Walmart can ask for the certificate and test report on any item. Supplements come close, because their documents run per lot.
Do we still need a lawyer or regulatory advisor?
Yes, for claims, registrations and certificates. Labs test, and your advisor or counsel signs off on claims and filings. We work alongside them: we keep the documents, match every listing to them and flag anything that drifts from what they support.
Can you help us choose and source products in these categories?
Only through Full Relay, our managed store service, which includes product research and sourcing. You approve every product and supplier, and you pay suppliers directly. Ops Desk, Store Care and Store Launch do not include sourcing. Most new stores take months to find steady sales, and some never do. Inventory, platform fees, freight and ad spend are paid by you.
Named user access with multi-factor authentication. Never your owner password. No bank, payout or legal-entity permissions.
