Sell pet products on Amazon and Walmart: approvals, expiry dates and the rules behind them
Pet food, treats, supplements and flea and tick products each follow a different rulebook on Amazon and Walmart. We run the operations that keep them listed and in date.
Ops Desk from $1,499 a month · Stock Flow $1,500 to $3,500 · Account Health Watch $750
To sell pet products on Amazon and Walmart, expect category approval, EPA registration for flea, tick and pest control products, FDA and state rules for food and treats, the NASC quality seal for supplements on Walmart and strict date rules: Amazon wants expiry dates in 36-point type and at least 90 days of shelf life when food reaches the customer. Ecom Relays runs the operations behind those rules.

What makes pet supplies different to run
One pet store can hold four regulated product types at once: food and treats, supplements, pest control and grooming. Each needs different documents from a different regulator. On top of that, most of the catalog is consumable. Customers reorder the same bag of food every few weeks, so a stockout loses more than one sale, and every unit of food carries a date.
Amazon's rules for pet products
Amazon's pet guide sets out what sellers need (Amazon, How to sell pet products on Amazon, Apr 6, 2026):
| Rule | Detail, as Amazon states it |
|---|---|
| Approval | If "Apply to sell" appears, you need approval first. Documents can include invoices dated within 180 days for at least 10 units from authorized distributors, a brand authorization letter, photos of every side of the packaging including labels and ingredient lists, and FDA or EPA compliance documents |
| Restricted | Pet food and treats need "FDA registration and compliance with applicable food safety regulations". Flea, tick and pest control products need EPA registration. Veterinary diets only when "sold under the direction of a veterinarian" |
| Prohibited | Vaccines; prescription medications except from a licensed pet pharmacy with a veterinary prescription; live animals, with some exceptions; tools for ear cropping, tail docking or declawing; products from protected species |
| Expiry | Food and treats show expiration dates "in 36-point font or larger on both the product and master carton", with "a minimum shelf life of 90 days at the time they reach customers" |
| Dangerous goods | Dangerous goods need a safety data sheet for hazmat approval. Amazon Warehousing and Distribution does not accept dangerous goods or multi-box shipments |
Amazon's current category requirements are confirmed in your Seller Central account before any listing goes live.
Walmart's rules for pet products
Walmart treats pet foods, supplements and medicines as a restricted category "limited to certain sellers" and contacts eligible sellers about enhanced vetting (Walmart Marketplace Learn, pet products policy, last updated Jan 19, 2026). The same page sets these rules:
- Prohibited:
items needing a prescription or professional supervision; pet foods without state registration or licensing, or without label approval; items not made in an FDA-registered facility or under good manufacturing practices; supplements without the National Animal Supplement Council (NASC) quality seal; products containing CBD, hemp or hemp by-products; live feed such as crickets and feeder fish; refrigerated, frozen or other non-shelf-stable items; veterinary biologics such as vaccines and diagnostic kits; veterinary devices.
- Allowed:
supplements carrying the NASC seal, with restrictions; FDA-approved over-the-counter pet medicines; dental chews; non-prescription flea treatments and shampoos, which "may also be subject to FIFRA".
- Food and treat labels:
brand and product name, net quantity, a nutrient analysis panel, intended species, ingredients, feeding directions, manufacturer or distributor and country of origin.
Two more rules reach pet catalogs. A pet bed or bowl that claims to fight germs falls under EPA's treated articles rule: the exemption covers only protection of the product itself, and claims to control bacteria such as E. coli or Salmonella need EPA registration (EPA, May 14, 2025). Prop 65 applies to businesses with 10 or more employees doing business in California, with the warning on the product display page or before purchase (P65Warnings FAQ, viewed Oct 20, 2026).
This page explains how we run operations around these rules; it is not legal advice. Accredited labs test products, your regulatory advisor or counsel approves claims and filings, and your licensed customs broker files entries.
Seasonality and returns
Pet demand is steady with a few sharp edges. Flea and tick products follow the warm months in most of the US, so their inbound has to land before the season starts, not during it. Food and treats sell all year, which makes them reorder-driven: a stockout on a customer's usual food can send them to another brand. Our page on preventing stockouts on best sellers covers the reorder routine.
Returns on food are a write-off once a bag is opened, and Walmart prohibits pet items that are not in original, undamaged retail packaging. Short-dated stock is the other loss: units without enough shelf life to clear Amazon's 90-day rule at delivery are a poor fit for FBA, and WFS charges $0.35 a unit and up to dispose of stock (WFS fees, May 27, 2026). Watch Walmart's return rate standard of 6% or below alongside the other seven (Walmart performance standards).
What this means for daily operations
- Dates before inbound.
Every food and treat SKU is checked for 36-point dates on the unit and the master carton before it ships to FBA. FBA quantities are sized so units reach customers with more than 90 days left (Stock Flow). Our Amazon inventory and fees page covers storage and low-inventory fees.
- First-expiring first
at your 3PL, with lots recorded at receiving.
- Consumables cadence.
Reorder points set from repeat-purchase demand, with tighter cover targets on top foods and treats.
- Walmart fit check.
Frozen, refrigerated, CBD or non-NASC supplement SKUs flagged before any Walmart listing work.
- Documents by type.
EPA registration numbers for pest products; state feed registrations; your manufacturer's FDA facility registration; NASC seal records; safety data sheets for dangerous goods (Account Health Watch vault).
Common mistakes
- Listing a flea and tick product without its EPA registration number on file.
- Small-print dates on treats that fail Amazon's 36-point rule at inbound.
- Sending a year of food to FBA, so the last units arrive at customers with too little shelf life.
- A Walmart listing for a frozen product or a supplement without the NASC seal.
- Supplement or treat claims that read like drug claims, such as "treats arthritis".
What we run, and what we do not
We run listings and claims consistency (Catalog Ready), documents, stock by lot and date, reorders, account health and the weekly review. We do not register products with EPA or states, formulate, test or give legal or veterinary advice.
What it costs
Ops Desk from $1,499 a month runs daily operations. Stock Flow is $1,500 to $3,500. Account Health Watch and Catalog Ready are $750 each as one-time builds. Founding offer: 20% off launch fees, add-ons and the Foundation, plus 20% off monthly plans for the first 6 months, for our first 25 clients or until Jan 31, 2027, whichever comes first. See pricing.
Before you sell pet products on Amazon and Walmart: a checklist
- Product type for each SKU: food or treat, supplement, pest control, grooming or hard goods.
- EPA registration number for every flea, tick or pest product.
- State feed registration or license for food and treats, and the manufacturer's FDA facility registration.
- NASC seal on every supplement you plan to list on Walmart.
- 36-point expiry dates on unit and master carton for food and treats.
- Shelf life left on every lot in stock.
- Any germ-fighting claim checked against EPA's treated articles rule.
What does it cost to run pet operations with you?
Ops Desk starts at $1,499 a month for daily operations. Stock Flow, which handles lots, dates and reorders, is $1,500 to $3,500 to build. Account Health Watch is $750. The free Profit Leak Scan shows stockout risk, aged stock and fees by SKU first, within 48 hours of working read-only access.
Do flea and tick products need EPA registration?
Amazon requires EPA registration for flea, tick and pest control products (Apr 6, 2026). Walmart allows non-prescription flea treatments and shampoos but notes they may be subject to FIFRA, the federal pesticide law. Keep the registration number on file for every pest SKU before listing.
Can we sell pet supplements on Walmart Marketplace?
Only with the NASC quality seal, and only if Walmart has invited you into its enhanced vetting for the category. Walmart's pet policy (last updated Jan 19, 2026) prohibits supplements and dosage forms without the seal and allows sealed products with restrictions.
What shelf life does Amazon want on pet food?
At least 90 days when the product reaches the customer, with expiration dates in 36-point font or larger on both the product and the master carton (Amazon, Apr 6, 2026). Size FBA shipments so the last unit still clears 90 days at delivery, not just at check-in.
Can we sell frozen raw food on Walmart Marketplace?
No. Walmart's pet policy (last updated Jan 19, 2026) prohibits refrigerated, frozen and other non-shelf-stable items, along with live feed such as crickets and feeder fish. Shelf-stable treats and dental chews are allowed, within the category's restrictions and vetting. Amazon is a separate question, confirmed in your Seller Central account.
Do you register our products?
No. Your manufacturer or regulatory advisor handles EPA, state and FDA registrations. We keep the registration numbers, seals and certificates on file per SKU, match every listing to them and flag any listing that goes beyond what the documents support.
