Sell beauty products on Amazon and Walmart: approvals, MoCRA, hazmat and the operations behind them
Beauty brands juggle category approvals, dangerous-goods rules, expiry dates and FDA registration at the same time. We run the operations that keep all four in order.
Ops Desk from $1,499 a month · Account Health Watch $750 · Catalog Ready $750
To sell beauty products on Amazon and Walmart you need category approval backed by invoices and compliance documents, plus FDA facility registration and product listing under MoCRA. Flammable and aerosol items need dangerous-goods handling, and products need expiry or period-after-opening dates where they apply. Ecom Relays runs the operations behind that: documents, listings, stock by lot, hazmat paperwork and account health.

What makes beauty different to run
Four things stack up in this category. Many SKUs are dangerous goods and ship under different rules. Many expire or carry a period-after-opening date. Claims drift between label, listing and ads, and one word can turn a cosmetic into a drug. And since MoCRA, the company behind each product has FDA duties of its own, with records Amazon's approval can ask for.
Approval and listing rules, channel by channel
| Channel | Rule | Source, date |
|---|---|---|
| Amazon | "If you see Apply to sell, then you need approval." Documents can include invoices and MoCRA compliance documentation | Amazon, How to sell beauty products (Feb 17, 2026) |
| Amazon | Invoices must be "dated within 180 days, showing purchase of at least 10 units from authorized distributors" | same |
| Amazon | Approval "typically takes 1 to 5 business days once you submit all required documents" | same |
| Amazon | Prohibited examples: cosmetics with more than 12% hydrogen peroxide; products containing plastic microbeads; products named in FDA recalls or safety alerts | same |
| Amazon | A period-after-opening (PAO) symbol where regulations require it | same |
| Amazon | Products sealed in original manufacturer packaging, new and unused, with identifying codes such as lot and serial numbers; labels in English with product name, purpose and ingredients | same |
| Walmart | Cosmetics is "a restricted Walmart Marketplace category that is limited to certain sellers"; Walmart contacts eligible sellers about enhanced vetting | Walmart, Prohibited Products Policy: Cosmetic products (last updated Jul 9, 2026) |
| Walmart | Prohibited: products not made in an FDA-registered facility, not made under good manufacturing practices or not listed with FDA; prescription or medically supervised products; products tested on animals; products needing refrigeration; testers, samples and opened products not in original retail packaging; disease claims | same |
| Walmart | Cosmetics with mercury above 1 ppm and skin whitening or lightening products are prohibited; skin-brightening products need enhanced vetting and lab tests on request | same |
| Walmart | Labels show identity, net quantity, ingredients, directions and manufacturer or distributor. The policy notes the FTC expects "natural" or "clean" claims to rest on competent and reliable scientific evidence | same |
| Walmart | "PFAS-free", "PFOA-free", "PTFE-free" and similar claims in titles, descriptions or images are prohibited. The policy's list of covered categories names cookware, food packaging, juvenile products and others but not cosmetics, and says the list is not exhaustive | Walmart, PFAS chemicals policy (last updated Dec 11, 2025) |
Trade press adds one more layer. In July 2025, PPC Land reported a Walmart seller notice saying Walmart would "restrict product listings in the Beauty and Personal Care categories", with "certain sellers, including brand owners and authorized distributors" still allowed to sell, and asking for a document set per item: invoices showing chain of title to the brand owner or manufacturer, FDA registration and listing documents, MoCRA documents or NDC numbers (PPC Land, Jul 23, 2025). This is a trade press account of a seller notice. Walmart's public cosmetics policy (Jul 9, 2026) confirms the category is limited to certain sellers but does not list these documents, so plan for a document request on every item.
Amazon's current category requirements are confirmed in your Seller Central account before any listing goes live.
MoCRA in operational terms
The Modernization of Cosmetics Regulation Act gives the brand behind each product duties of its own (FDA, MoCRA, content current as of Aug 10, 2026):
- Manufacturers and processors register their facilities with FDA and renew every two years.
- The responsible person lists each marketed cosmetic product with FDA, including its ingredients, and updates the listing every year.
- Serious adverse event reports go to FDA within 15 business days, with a copy of the label.
- The responsible person keeps records supporting each product's safety.
- Certain small businesses are exempt from registration and listing, but not for products that regularly contact the mucous membrane of the eye, are injected, are for internal use or alter appearance for more than 24 hours.
Prop 65 also applies: businesses with 10 or more employees doing business in California must warn, and online the warning goes on the product display page or before the purchase is completed (P65Warnings FAQ, viewed Oct 20, 2026).
This page explains how we run operations around these rules; it is not legal advice. Accredited labs test products, your regulatory advisor or counsel approves claims and filings, and your licensed customs broker files entries.
Dangerous goods: the rule that stops beauty inbound shipments
Amazon says beauty products are typically dangerous goods if they contain flammable ingredients, aerosol propellants or essential oils, and lists hairspray, nail polish and perfumes as examples; sellers of these need to enroll in the FBA Dangerous Goods program (Amazon, Feb 17, 2026). Dangerous goods need a safety data sheet for hazmat approval, and Amazon Warehousing and Distribution does not accept them (Amazon, Apr 1, 2026).
In practice: an SDS on file and a dangerous-goods decision for every SKU before its first FBA shipment, and dangerous-goods SKUs planned as their own inbound stream. A gift set that contains a perfume needs its own dangerous-goods review before it ships.

Seasonality and returns
Gift sets and holiday bundles make Q4 the planning crunch for many beauty brands, and dangerous-goods SKUs leave the least room for a late shipment. Amazon advises getting inventory in by October for Black Friday and Cyber Monday delivery speeds (Retail Dive, Jul 14, 2026). Build gift-set components early, classify the finished set for hazmat before it ships and keep enough single SKUs back to sell when the sets are gone.
Returned beauty products are rarely resellable. Amazon requires beauty products to be new, unused and sealed in original packaging, and Walmart prohibits opened products that are not in original retail packaging. Track returns by reason and lot (Returns Relay): a cluster of "irritation" returns on one lot is a quality signal, not a customer service problem.
What this means for daily operations
- Lots and dates.
Lot numbers and expiry or PAO captured at receiving; first-expiring first at your 3PL; FBA quantities sized to shelf life (Stock Flow).
- Claims and ingredients.
One approved claim set. "Reduces the appearance of" stays cosmetic; "eliminates" can read as a drug claim. Walmart sends sunscreen, dandruff shampoo and antiperspirant listings through its drug policies, not its cosmetics policy (Catalog Ready).
- Walmart fit.
Ingredient lists and claims checked against Walmart's mercury and skin-lightening rules, and any "PFAS-free" wording removed, before Walmart listing work starts.
- Authorized-seller proof.
Invoice chains kept per brand for approvals and authenticity checks.
- Reaction reports.
How customer messages describing a reaction reach your responsible person is agreed in writing with you and your counsel before we start. Reporting to FDA stays with the responsible person.
The beauty document vault
Per SKU and lot, on file before anyone asks: safety data sheet; certificate of analysis; GMP certificate; MoCRA facility registration and product listing references from your responsible person; label proofs; invoices; brand authorization letters. The vault is part of Account Health Watch, and it is what turns a three-day document scramble into a one-hour reply.
What we run, and what we do not
We run account health, listings and claims consistency on Amazon and Walmart, dangerous-goods paperwork for inbound shipments, stock by lot, the document vault and the weekly review. We do not test, formulate, act as your MoCRA responsible person, file with FDA or give legal advice. If a notice arrives, see Amazon account health warnings.
What it costs
Ops Desk from $1,499 a month runs daily operations. Account Health Watch, Catalog Ready and Returns Relay are $750 each as one-time builds. Stock Flow is $1,500 to $3,500. - An SDS and a dangerous-goods decision per SKU.
- Expiry or PAO on every product that needs one.
- Ingredients checked for mercury and against Walmart's prohibited list, with no "PFAS-free" style claims.
- Every claim on the label, listing and ads checked against the approved set.
- Prop 65 decision per product.

How long does Amazon beauty approval take?
Amazon says approval typically takes 1 to 5 business days once you submit all required documents (Feb 17, 2026). Delays often start before that, with invoices from the wrong source, more than 180 days old or for fewer than 10 units. We check every document against Amazon's list before anything is submitted.
Do we need MoCRA documents for Amazon?
Amazon lists MoCRA compliance documentation among the documents its beauty approval can require. Separately, FDA requires facility registration and product listing unless a small-business exemption applies. Your responsible person holds those records; we keep the references in your vault so they are ready when Amazon asks.
Why is our perfume treated as hazmat?
Flammable ingredients make most perfumes dangerous goods. Amazon lists perfumes, hairspray and nail polish as examples that need FBA Dangerous Goods program enrollment and a safety data sheet. Amazon Warehousing and Distribution does not accept dangerous goods, so plan those SKUs as their own inbound stream.
Can we sell skin-lightening products on Walmart?
No. Walmart's cosmetics policy (last updated Jul 9, 2026) prohibits skin whitening or lightening products regardless of claims or marketing, and cosmetics with mercury above 1 ppm. Skin-brightening products are restricted, need enhanced vetting and must have lab testing available on request.
Do you report adverse events to FDA?
No. Under MoCRA the responsible person reports serious adverse events to FDA within 15 business days, with a copy of the label. Before we start, we agree in writing with you and your counsel how customer messages that describe a reaction reach your responsible person, with the order and lot attached.
